The results of the study visit of Ukrainian researchers of higher education to Germany with the aim of researching the implementation of innovations through university partnerships with businesses and local communities are analyzed. The report is based on an analysis of the work of the Fachhochschule des Mittelstands in Bielefeld.

ABSTRACTSome people might argue that there are already too many different documents, guidelines, and regulations in bioethics. Some overlap with one another, some are advisory and lack legal force, others are legally binding in countries, and still others are directed at narrow topics within bioethics, such as HIV/AIDS and human genetics. As the latest document to enter the fray, the UNESCO Declaration has the widest scope of any previous document. It embraces not only research involving human beings, but addresses broader (...) concerns in medicine and healthcare. The UNESCO draft declaration has some minor weaknesses, but on the whole, the strengths outweigh the weaknesses. One weakness is that some items in the draft are stated in a way that is too restrictive, thereby appearing to rule out legitimate activities. A strength of the Declaration is that it is relatively brief, yet at the same time contains sufficient detail to make it something more than a rehearsal of mere pieties. As the most recent of the numerous bioethics and human rights documents, the UNESCO draft draws on many of the earlier documents and also includes some of the most recent thinking about ethical norms and obligations. Perhaps its greatest strength lies not in details of the principles or their implementation, but rather in its stature as an international declaration issued by a United Nations organization. The article emphasizes the cultural and educational importance of H. Skovoroda Institute of Philosophy for the spiritual development of the Ukrainian society, especially in the direction of democracy and establishment of the worldview culture as a requirement for the culture of freedom. From the position of the included observer the author of the article describes some episodes of relationship in the scientist’s communities which can be defined as justice and solidary community. On the basis of the Heidegerian scheme, some dangers (...) are analyzed as demands addressed to philosophical thinking. This scheme is used by structuring of the article. The metaphoric of these dangers indicates the contextual problems which are important for producing of philosophical ideas. The experience of the Institute of Philosophy gained by solving of problems is very remarkable for the fulfillment of philosophical studies and educational practices especially by mentoring of the postgraduate students. The fact of naming the Institute after H. Skovoroda is regarded as a symbolic act with a great creative potential and energy which can be used for reviving of national traditions of philosophical thinking. The role of lyric in activating of philosophical ideas is showed. The symbiotic coexisting of the poetry, art, journalism and philosophy is one of the original features of the Skovorodian tradition caring by the well-known representatives of the Institute. All these characteristics joined with the civic culture, which was demonstrated by all generations of the Institute, allow defining it as a metaphysical place with the ability both to follow on the road of the way of light and to represent it on the landscapes of philosophical science and education. The history of the Institute, especially, in the period of its post-totalitarian transformations, gives the opportunity of taking comparison with the Institute for Social Research Frankfurt. The civic courage of the Ukrainian intellectual elites was always initiated, supported and generated by philosophers gathering in Institute of Philosophy. (shrink)

Engineering ethics is a required aspect of accredited ABET programs, but there is widespread variation in how ethics is taught, to what ends, and how those ends are assessed. This variation makes it challenging to identify practices for teaching ethics to engineers aligned with extant practices in the field. In this study, we revise a recent coding framework by reviewing exemplary engineering ethics programs recognized by the National Academy of Engineering in 2016, or what we refer to as (...) “exemplars.” We pursue two primary objectives: (1) To apply and revise a prior coding framework to codify ethics learning objectives, instructional strategies, and assessment strategies in engineering education; and (2) To use the revised coding framework to identify trends in learning objectives, instructional strategies, and assessment strategies of NAE exemplars. We employ systemic review procedures to update the coding framework using 24 of 25 exemplars as a data source. The updated framework includes four primary categories associated with learning objectives, instructional strategies, assessment data collection strategies, and assessment design characteristics. Results indicate that ethical sensitivity or awareness was present in every exemplar as a learning objective, often alongside ethical reasoning-based learning objectives and the formation of professional skills. Exemplars employed numerous instructional strategies in tandem, as we coded eight out of 18 instructional strategies among at least half of the exemplars. Assignments/homework and summative reflections were the most oft-used sources of assessment data. Due to our challenges in coding assessment approaches, we offer practical suggestions for assessing engineering ethics instruction which are based on many of our coding discussions. We hope that this coding framework, the results classifying exemplary features of the NAE programs, and our practical suggestions can guide future instructors as they design, classify, assess, and report their approaches to engineering ethics education. This paper informally summarizes a two-day symposium held at the U.S. National Academy of Sciences in Washington, D.C., September 5–6, 2002. The issue was to what extent the progress of science and societal capacity for continued technological innovation are threatened by excessive protection of intellectual property. Excessive protection creates disadvantages not only for scientists and inventors but also for educators/students and for librarians/clientele. Speakers from a variety of disciplines and institutions agreed unanimously that scientific and technological progress is, (...) indeed, under serious threat. Various opinions were expressed about the degree of threat, currently and prospectively, as well as what counter-measures are best suited to resist undue restrictions on creative uses of scientific and technical data and information. This summary is based entirely on the author’s notes from the symposium, and the commentary offered is his alone. My apologies to the speakers if this paper does not accurately reflect the primary intent of their presentations. The “Suggested Readings” offered at the end are not specific to the speakers’ statements but rather are offered as a general resource to aid further research. This article investigates the biopolitical dimensions that have grown out of the union between biocapitalism and current science education reform in the US. Drawing on science and technology study theorists, I utilize the analytics of promissory valuation and salvationary discourses to understand how scientific literacy in the neo‐Sputnik era has deeply involved educational life in biocapitalist circuits of exchange and production. I lay out this emerging terrain of ‘futuricity’ through a biopolitical analysis of the National Academies highly influential (...) policy recommendation on science education, Rising Above the Gathering Storm as well as the Association of American Universities' National Defense Education and Innovation Initiative. Here it is argued that the educational subject usually seen as a site of human capital investment can better be understood as a ‘biovalue’ in at least two senses: the educational subject's body as a site of investment and as an extractable source of value directly related to the larger globally competitive regime of the rapidly growing bioeconomy. I conclude my analysis of the vital politics at play in the biocapitalist articulation of science education with an alternative model of scientific literacy that is based in what I call biodemocratic practices. I explore such a rereading of scientific literacy through the example of the GrowHaus—a sustainable urban farm situated in a marginalized community in a major US city. The GrowHaus offers a model of scientific literacy that rejects extractive ethics associated with biocapitalist production and instead promotes a sustainable and socially just practice of science. Mais le XXe siècle ne tint pas ces promesses. Certes, le progrès des sciences a fait reculer la mortalité infantile et allonger l'espérance de vie. Les nouveaux moyens de communication ont permis la circulation rapide d'informations autour du globe. (...) Mais notre environnement est menacé par toutes sortes de déchets. La biologie a ouvert des voies effrayantes. l'automatisation a bouleversé le monde du travail. La nécessité de former des scientifiques pour créer et maîtriser ces nouveaux outils a fait reculer la culture classique. De tels changements ont obscurci les repères traditionnels, les esprits sont déroutés, le sens est en crise. A l'entrée du troisième millénaire, l'Académie d'Education et d'Etudes sociales ne pouvait laisser ces questions dans l'ombre : elles sont trop souvent l'objet de débats plus passionnés que fondés et raisonnés. La science menace-t-elle l'homme et son environnement? Pèse-t-elle sur la cohésion sociale et la démocratie? Quelle est sa place dans la culture, à côté de la philosophie? We are living in an era of development and innovation through research and learning. The nation that has achieved its development goals, has done through education reforms and a keen focus on strengthening its National Innovation System. In Pakistan, this role has fallen to the Higher Education Commission, commonly known as HEC. The Higher Education Commission has attempted various activities for ceaseless improvement of the nature of advanced education as per the worldwide norms and to (...) patch up post-auxiliary instruction to improve the instructive guidelines at the alumni level. Public Academy for Higher Education has been built up with the mean to plan and convey nonexclusive and need-based limit building and preparing programs in instructing and exploration for personnel just as a spotlight on scholastic administration and authority for the workforce and the board. Education Testing Council has additionally been modified to normalize passage tests for the universities of Pakistan. The study focuses on the different programs run by HEC to develop the country’s formal learning program and education sector. Since its commencement, we investigate various projects created by HEC to encourage Higher Education Institutions and build up a superior staff for this reason. (shrink)

Ethics education has become essential in modern engineering. Ethics education in engineering has been increasingly implemented worldwide. It can improve ethical behaviors in technology and engineering design under the guidance of the philosophy of technology. Hence, this study aims to compare China-US engineering ethics education in Sino-Western philosophies of technology by using literature studies, online surveys, observational researches, textual analyses, and comparative methods. In my original theoretical framework and model of input and output for education, six (...) primary variables emerge in the pedagogy: disciplinary statuses, educational goals, instructional contents, didactic models, teaching methods, and edificatory effects. I focus on the similarities and differences of engineering ethics educations between China and the US in Chinese and Western philosophies of technology. In the field of engineering, the US tends toward applied ethics training, whereas China inclines toward practical moral education. The US is the leader, particularly in the amount of money invested and engineering results. China has quickened its pace, focusing specifically on engineering labor input and output. Engineering ethics is a multiplayer game effected at various levels among lower level technicians and engineers, engineering associations, and stockholders; middle ranking engineering ethics education, the ministry of education, the academy of engineering, and the philosophy of technology; and top national and international technological policies. I propose that professional engineering ethics education can play many important roles in reforming engineering social responsibility by international cooperation in societies that are becoming increasingly reliant on engineered devices and systems. Significantly, my proposals contribute to improving engineering ethics education and better-solving engineering ethics issues, thereby maximizing engineering sustainability. (shrink)

On March 30, 2016, a methodological seminar was conducted at the Institute of Higher Education (...) NAES of Ukraine. This seminar was devoted to the discussion of educational problems in the area of mass culture, and relative opportunities for the development of individuality. The report «Mass culture, education and the perspective of individuality» was made by Panos Eliopulos, professor of Peloponnese University, a member of journal’s «Філософія освіти. Philosophy of Education” editorial board. The scientists from the Institute of Higher Education, Institute of Philosophy of the National Academy of Sciences of Ukraine, Taras Shevchenko National University of Kyiv, Skovoroda National Pedagogical University of Kharkiv participated in thisevent. Designated issues were observed primarily from the point of view of the Frankfurt School representatives, as well as representatives of modern critical philosophy of education and critical pedagogy. It was emphasized that T.Adorno’s ideas and ideas of other Frankfurt School members, which were developed in the middle of the last century, continue to be relevant in current socio-cultural contexts. The technical rationalism which became the rationalism of dominance in the context of technological civilization, could not provide the way toward the liberation of man and the development of his or her individuality. Market society with its instrumental rationality leads to homogenization and standardization of mass culture and as a result, we have a semi-education, leading to destruction of personality and social pathologies. The panelists agreed that semi-education reflects the crisis of ideals of education and training as far as a suspension of human emancipation process. Due to suspension of the creative process of a person formation, replacing it by the processes of stereotyping based on mimetic rationality, culture itself loses creative potential. The process of degradation of education and culture in the semi-education eventually leads to its destruction at theoretical level and the elaboration of the practice of anti-education. Only through returning of the individual and maintaining his or her social importance due to the tools of holistic education it is possible to overcome such stereotyping. For Frankfurt School members, and those who share their ideals, true education in its meta-theoretical sense becomes the important factor, contributing to the emancipation of society and individual. This idea is particularly important in the context of contemporary challenges and threats from instrumentalization of approaches to the process of transformation of the Ukrainian culture and education. This article is devoted to determining the source potential of the so-called dissertations collection of the Kyiv Theological Academy in the study of its philosophical heritage. The author draws attention to the distinction of the hierarchy of educational and academic degrees in the Russian Empire the first, candidate’s degree, not being a research degree, from today’s hierarchy. The candidate’s degree at that time was awarded to graduates of higher education institutions on the basis of their academic achievements and (...) a final work, which should be considered analogous to a diploma work, not to dissertations intended for public defense for a PhD degree. The article reveals that the collection of candidate papers from the Manuscript Institute contains important sources for researchers of biographies of the graduates of the Kyiv Theological Academy, its history, and academic heritage. Out of more than two thousand manuscripts stored in the Funds no. 304, the author has for the first time selected and systematized an array of candidate works on philosophical subjects, substantiating their important role in the research of the philosophical heritage of the Kyiv Theological Academy. The Nanosilver Linings role play case offers participants first-person experience with interpersonal interaction in the context of the wicked problems of emerging technology macroethics. In the fictional scenario, diverse societal stakeholders convene at a town hall meeting to consider whether a nanotechnology-enabled food packaging industry should be offered incentives to establish an operation in their economically struggling Midwestern city. This original creative work was built with a combination of elements, selected for their established pedagogical efficacy and as topical dimensions of (...) the realistic scenario. The product life cycle is used as a framework for integrated consideration of scientific, societal, and ethical issues. The Nanosilver Linings hypothetical case was delivered through the format of the 3-hour workshop Ethics when Biocomplexity meets Human Complexity, providing an immersive, holistic ethics learning experience for STEM graduate students. Through their participation in the Nanosilver Linings case and Ethics when Biocomplexity meets Human Complexity workshop, four cohorts of science and engineering doctoral students reported the achievement of specific learning objectives pertaining to a range of macroethics concepts and professional practices, including stakeholder perspectives, communication, human values, and ethical frameworks. Automated text analysis of workshop transcripts revealed differences in sentiment and in ethical framework preference between societal stakeholder roles. These resources have been recognized as ethics education exemplars by the U.S. National Academy of Engineering. (shrink)

Given that the practices and institutions of knowledge production commonly referred to as ‘science’ are believed to have ‘Western’ origins, their apparent proliferation entails negotiations and power dynamics that shape both science and diplomacy in specific locales. This paper investigates a facet of this co-production of science and diplomacy in the emergence of knowledge infrastructure in Japan during the Allied Occupation. It focuses on the 1947 delegation from the United States National Academy of Sciences to Japan and its (...) role in creating the Science Council of Japan (SCJ). While historians view this mission as having been dispatched to provide advice on the foundation of the SCJ, it was in fact an unintentional outcome. The original plan was to recruit long-term scientific advisers on science policy to Douglas MacArthur's headquarters. The creation of the SCJ was not the brainchild of any individual but the result of an unforeseen alteration of the original idea through negotiations among various actors. By examining the transnational aspects of this process and the complex social process underlying it, and drawing on Manuel DeLanda's assemblage theory, this paper proposes the concept of ‘techno-diplomatic assemblage’ for understanding the transnational construction of knowledge infrastructure such as the emergence of the SCJ. Existence of state-supported academies of science is a distinctive feature of the fundamental-science organization in Ukraine. Their research staff is divided into two groups: (i) personal members (academicians and corresponding members) and the rest of the researchers. First-group members have numerous economic and status privileges. It is officially purported that personal members are scientifically qualified than their colleagues. We analyzed this hypothesis on the basis of international indicators of the scientifi c activity (numbers of publications in the international peer-reviewed journals (...) and citations in them). The indicators testify that there are no distinctions between representatives of both groups being of the same age and qualifi cation. A conclusion is made that the lifelong privileges of the first group are ill-founded. (shrink)

Synergetic governance is a practical approach to ensure quality in the teaching-learning process at multi-dimensional perspectives. This study intends to explore the potential of a synergetic governance approach in the vocational education system. A systematic literature review has been done by applying the PRISMA approach. The last 21 years' literature has been analyzed, and a synergetic governance model has been developed. This study reveals that the synergetic governance of education deals with integrating all available resources to enhance development (...) by meeting the demands of market, society, and nation as a new paradigm. An effective vocational education system requires the participation of all related stakeholders in the governance system. This study has developed an “intervention-approach-synergy-integration” mechanism to show how the education elements are connected to each other. The study reveals that the major synergetic elements are openness, equilibrium, dynamism and cooperation. To ensure synergetic governance, these elements should be integrated with an educational institution, market, public, society, state and private organization. It argues that the synergetic governance of these related components can reduce the demand and supply gap of quality vocational graduates in the industry – academy sectors. This study recommends incorporating multi-subjects' synergetic governance to expedite the marketable quality of vocational education. (shrink)

This book explores the emergence of the modern higher education sector in the independent Irish state. The author traces its origins from the traditional universities, technical schools and teacher training colleges at the start of the twentieth century, cataloguing its development into the complex, multi-layered and diverse system of the early twenty-first century. Focusing on the socio-political and cultural contexts which shaped the evolution of higher education, the author analyses the interplay between the state, academic institutions and other (...) key institutional actors - notably churches, cultural organizations, employers, trade unions and supranational bodies. This study explores policy, structural and institutional change in Irish higher education, suggesting that the emergence of the modern higher education system in Ireland was influenced by ideologies and trends which owed much to a wider European and international context. The book considers how the exercise of power at local, national and international level impinged on the mission, purpose and values of higher education and on the creation and expansion of a distinctive higher education system. The author also explores a transformation in public and political understandings of the role of higher education, charting the gradual evolution from traditionalist conceptions of the academy as a repository for cultural and religious value formation, to the re-positioning of higher education as a vital factor in the knowledge based economy. Studies in the social and biomedical sciences of racial differences in socioeconomic status or health within a population view the race of members as fixed and look for a difference in the frequency of a trait like average income or disease risk between racial subgroups. But, as I explain in this paper, there are good reasons to allow the race of members to vary with the trait whose variation within the population is to be described or explained. According to such (...) a view of race, racial categories are more scientifically significant if membership in the categories is allowed to vary with differences in scientific interest rather than held constant across a variety of interests. 1995 became decisive for Ukrainian religious studies in its breakthrough in the world arena. About the Ukrainian Association of Religious Studies learned in many countries. She has been in contact with well-known international religious scholarships, for example, the Society for the Scientific Study of Religion, the International Academy for Freedom of Religion and Belief, the International Association of History the International Association for the History of Religions, the New York Academy of Sciences, and others.

This is the first article recreating the full history of research on the Ukrainian philosopher Hryhorii Skovoroda made by students and teachers of the Kyiv Theological Academy in the second half of the 19th – beginning of the 20th century. The analysis highlights the qualitative diversity of research interpretations of Skovoroda’s figure and his creative work in cultural, historical, and biographical contexts, while identifying common features that unite those different scientific perceptions. The article demonstrates that the academic research interest (...) in Skovoroda’s heritage was both due to the desire to introduce this little-known at that time figure of the Ukrainian thinker by creating a variety of attractive images, and to prove that idealistic direction prevailed in local philosophy since the beginning of its formation. Disclosing the multilayered structure of interpretations of Skovoroda present in the scientific studies of theological academic researchers, enabled the author to show simultaneous unity and diversity of theoretical and methodological approaches found within the national academic interpretational field and determined by different philosophical, scientific, cultural, educational, and sociopolitical priorities of researchers. Special attential (...) is paid to the content, possibilities, and prospects of the agreement on cooperation in the field of scientific and educational activity between the Institute of Philosophy of the National Academy of Sciences of Belarus and the Institute of Philosophy of the Russian Academy of Sciences. The areas of mutual interest are scientific research activity, academic work, publishing, humanitarian expertise, training of scientific personnel, interaction of young scientists, career guidance work with schoolchildren, popularization of philosophical knowledge. Under current conditions, the Belarusian and Russian philosophers consider important the studies of civilizational dynamics in the light of the formation of a multipolar world, the philosophical and ethical aspects of the transformation of social practices in the post-COVID era, the philosophical problems of developing artificial intelligence, and the praxeological dimension of philosophical knowledge. Since its founding in 1863, the National Academy of Sciences (NAS) has occupied a special niche in the complex ecology of advice-giving in the United States. Established as a small, private organization with special responsibilities and obligations vis à vis the American people and government, the Academy has expanded considerably in the past century and a half and now releases, through the National Research Council (NRC), its operating arm, more than 200 reports per year, on topics (...) covering nearly the entire range of science, engineering, health, and education. The development of the organization, its basic ethos, and its evolving structures and processes can be seen as examples of what Herbert Simon called procedural rationality : the pursuit of reasonably good solutions to complex problems based on appropriate deliberation. It seems that the choice for the subject "Christian Ethics in Ukrainian Culture" was made by everyone: the so-called "traditional Churches" and the authorities. The move, however, leaves much room for thought. First, who will teach this subject in educational institutions? We propose to use the experience not only of the western regions of Ukraine, including Lviv, Ivano-Frankivsk, etc., but also of the Ostroh Academy National University. When on March 24, 2000, the Rivne Regional Council decided to introduce (...) the subject of Christian ethics in Rivne schools, the National University "Ostroh Academy" became one of the basic training centers for teachers of Christian ethics. The experience of organizing the educational process during the quarantine caused by the COVID-19 pandemic is considered. Using of interactive technologies that allow organizing instant audio communication with a remote audience, as well as intelligent tools based on artificial intelligence that can help educational institutions to work more efficiently. Examples of sufficient use of artificial intelligence in distance learning are given. Particular attention is paid to the development of intelligent chatbots intended for use in communications with students of online courses (...) of educational web portals. The use of technologies of ontology formation based on automatic extraction of concepts from external sources is offered, what can lead to greater acceleration of construction of the intellectual component of chatbots. Artificial intelligence tools can become an essential part of distance learning during this global COVID-19 pandemic. While educational institutions are closed to quarantine and many of them transitioned to distance learning lecturers and schoolteachers, as well as students and schoolchildren faced with the necessity to study in this new reality. The impact of these changes depends on people's ability to learn and on the role that the education system will play in meeting the demand for quality and affordable training. The experience of organizing the educational process at the University of Education Management of the National Academy of Pedagogical Sciences of Ukraine in the quarantine caused by the COVID-19 pandemic showed that higher and postgraduate institutions were mostly ready to move to distance learning. However, most distance learning systems, on whatever platform they are organized, need to be supplemented: the ability to broadcast video, providing fast transmission of various types of information, receiving instant feedback when voting, polls and more. The structure of each section of the training course for the online learning system should fully cover the training material and meet all the objectives of the course. Appropriate language should be used, and wording, syntax, and presentation of tasks should be considered. One of the areas of application of artificial intelligence technologies in online learning is the use of chatbots which are characterrized by the following properties. It is advisable to use computer ontologies to ensure the intellectualization of chatbots. In this case, the metadata must be understandable to both humans and software and meet the requirements of modern standards in the field of information technology. The phenomenon of nationalism, which emerged as a result of modernization and industrialization in Western Europe, soon began to threaten the multi-lingual multinational feudal state structure of the Tsarist administration. Tsarist Russia, which wanted to preserve its borders and the existing state structure that expanded to the Caucasus and Turkestan, followed the assimilation and missionary policies towards the middle of the 19th century to Russify and Christianize non-Russian (Nerusky) and non-Christian (Inoverets) ethnic groups. At the beginning of this cultural nationalist (...) policy, which was carried out by Nikolai Ivanovich Ilminsky, who worked on theology and Turkish dialects in Kazan Spiritual Academy, in order to have Russian as a language of education and communication within the Tsarist borders. The education method of Ilminsky, supported by Tsar Alexander II, enabled the Russian language and Christianity to become widespread and more systematically applied as a reflection of the rising Russian nationalism. In line with this training method, it was aimed to carry out missionary activities, to teach Russian and Cyrillic alphabet alongside local languages, to divide these languages with accents and dialects and to make Russian a common language within Tsarist borders. Thus, the religious and ethnically different groups were wanted to be assimilated within the Russian and Orthodox Christian identities. This study examines the process of cultural assimilation policy carried out by the Russian nationalism through the education system of Ilminsky, the factors affecting this process, the structure and applications of this education system. Although the education system of Ilminsky did not reach its target within the boundaries of the empire, it was seen to be quite effective in Christianization of Tatar Turks, in spreading Russian among other ethnic groups and in terms of laying the ground for the subsequent Russification policies. The Ilminsky education system, which caused the start of a new phase in Russian nationalism, led to the emergence of nationalist ideas and intelligentsia among the ethnic groups exposed to this system The nationalist ideas spread among the ethnic groups exposed to the policy of Russification have enabled the establishment of new educational systems and the emergence of national liberation movements. There is a common tradition in European education going back to the Middle Ages which long played a part in providing the curriculum of schools which catered both for the wealthy and for able sons of less well-to-do families. Originally published in 1974, this volume examines the relationship between education and society in the different countries of Europe from which differences in tradition and practice emerge. The countries discussed include: France, Germany, the former Soviet Union, Poland and Sweden.
